A 35×45 mm photo is 35 millimetres wide by 45 millimetres tall on paper — roughly wallet-ID size, and a common physical dimension for many passport and visa photo requests. From an iPhone, you need a layout that places the image in a frame of those millimetre dimensions, not merely a resized pixel crop floating in Photos.
Resolution vs print size

Dimensions alone are not compliance
Printing at 35×45 mm does not automatically satisfy any country's passport or visa photo rules. Physical dimensions are only one requirement.
